Yes. 

Police won't do shit about it. At most ask you go file magistrate's complaint to get the courts to instruct the police to investigate and potentially file charges with AGC, otherwise you can use your own money take out civil suit to sue whoever hit you.

Nothing to do with pay money. It is common for perpetrators of such minor altercations to be placed under administrative detention for 3 - 14 days in China. In fact him being placed under this procedure is evidence that he did not "pay money".

As mentioned by Basic_Strategy if this was in Singapore, it is very likely no action will be taken against Wang. For such minor bruises, the police SOP is to mediate + warning and the victim will either have to file a civil suit or make a magistrate's complaint, options that are not financially feasible for commoners.
