It doesn't really matter. Personally I feel you are reading too much into this. 

Like you mentioned, anything discussed in this China visit is long term. Singapore's actual geopolitical policy has already been fixed and is now being implemented rigorously. Regardless of how LHL feels on a personal level, he cannot change. All the vested political and economic interest groups within his party and the elite community will also not allow him to change.

Detouring to Taiwan is not irritating to China, it would constitute an act of diplomatic aggression and Singapore would be completely barbequed. LHL might have certain character flaws and misjudgments in the past, but he is not a moron. 

Politics and especially something as high level as national strategic planning over decades is something much bigger than what one person thinks or whether he personally has "changed". Nobody gives a shiit about whether he is personally changed, all that matters is what the actual outcome is. As long as the outcome is there, LHL and LW can go shake Biden's hands as many times he wants and kowtow to the Washington monument and Beijing wouldn't give a hoot.
