The answer is no unless it is embedded software requiring assembly or C programming.
Today it's Python, PHP, Java, ...use of open source GitHub tools etc.
Skill set also change with need for AI use and analytics.

Must send out this survey to the HR in the 100,000 Foreign MNCs, especially the smaller size companies here in Singapore. Will the useless MOM dare to send this as part of their quarterly survey?

it's not about the programming languages but the logical thinking.
if one started early, 50 or even over 60 can still be very productive. if started late like late 30 or 40, not easy to sustain

Whether a person will be employed depends on whether there are many other competing persons for the job, and if these people or more competent.
For programmers you can find many young ones so why settled for an old folk? Unless you're operating a charity?

59 yo junior developer meaning he'd a mid career switch before. if his previous job is not it/cs/math/engineering related, it's quite difficult. development needs to squeeze lots of brain juice 搅尽脑汁 and work long hours, not easy for older ppl

Depend what you want. If an old and experience man , he can give value to the younger programmer or professional whom not known what can be distrupted affecting the best for the future.He needs not do the practical work himself , he can guild the younger ones to create more refine system or program to face the challenge of the future minimizing various hiccups during the process thus can establish the company strongly against its competitors ahead of them.

At 59, one should be planning for retirement. What for apply for junior role? If still have to find a job and earn an entry level salary at that age, you farked up.

embedded software is not old skill.
Programming satellite, avionics system, space crafts, driverless cars or robotic systems or Boston Dynamics' dog-like robots require embedded software skills.
These are modern and future systems for mankind
It is more difficult than application/system programming.
