Those with medical condition can also be granted citizenship

Even Mad and jobless can be given Citizenship

Singapore herself has unknowingly granted PR and staying to the wanted criminal without even checking Interpol's Red Notice.

if Singapore doesn't know then how would China know the whereabouts of the fugitive?

This can not be China's fault, maybe it's Interpol's fault for overlooking Singapore authority.
