If education did not work, then strict enforcement may need to be implemented to ultimately realize our goal of being a clean city rather than a cleaned one. But it seems that the longed-for day of our island-state needing minimal cleanup efforts would never come.
 
For one thing, littering habits die hard. For another, littering enforcers are thin on the ground to nick litterbugs and enforce obedience.
 
Volunteering to pick up after litterers is fine as far as it goes, but it doesn’t do much to nip littering in the bud. Only through the combination of continuing educating the public to respect the environment along with strict enforcement and imposing heavy fines and corrective work on litterers can we hope to have a really clean garden city eventually.
