Maybe the FWs did not tell their Company/ HR that they move, lor.

But anyway, this is their personal matter. Why make Companies/ HR run after them. Can punish or sack those FWs under the law?

I think it’s more about tracking down those foreign workers who are no longer employed by the company. 

I think they have traceability issues, where these people become illegal over stayers after their last employments. And they want to track these people down with their last address, that’s just my guess.
