Why can't it mention any specific event to prove? It said a Russian firm's application for loan was not approved by Chinese bank. So does it mean "China throwing Russian under the bus?"

Application for loan is a commercial decision based on banks' consideration.

No one can say your loan application sure can be approved. China's agreement is only for use of RMB or Ruble to buy Russian goods such as oil and gas. Even EU would buy gas from Russia.

Don't spread stupid lies!
