Really depends on what is the definition of "winning".

If getting Saddam is the definition of "winning" then they "won" the 2nd Iraq War (2003-2011). It is an illegal war however as it is not approved by UN, unlike the Afghanistan War.

If the definition of "winning" in the 2nd Iraq War is to prove the existence of WMD then USA lost the war as the WMD were not found in Iraq.
