Better dont not allow cat to keep in the HDB for those living in high floor. Cat can jump high, may accidentally jump out of the window if there is no proper window grilles if the owner did not put in full attention on the cat.

If a cat wants to jump out of window in a HDB flat, there isn't much you can do.  It is the cat's funeral..................
