If an opposition is going to win
The PAPigs would shift the goalpost again
Like he cannot has access to the country reserves
Or no power to approve spending

For the current gov. to dig  into the reserves, will require the green light from the EP,  but the problem is that these EPs are there because of the ruling party, and thence the approval is almost automatic..............................
