Should closed long ago. They brought in the horses to race. When the horses become old, ask a Buddhist organization to take over the maintenance of the horse otherwise they will put them to sleep. What can the organization do? If refused, they are indirectly killing those old horses. If agreed, they need to raise alot of money to maintain those horses.

I have a friend who paid a few hundred dollars a month to adopt a former race horse who would otherwise be killed. I just shake head. Both at her dumbness and the horse owner's evilness.
