The best way to stop the drug lord is to go after the drug lord.
Your type of argument is dangerous ...its to dish out unjust punishment to others to deter the real criminal ....like that someone will suggest to kill drug addicts so that the drug dealer will have no business.
In the end the law has to be just and proportionate... it is not a tool to fix the deficiency of the police for not being able to catch the real criminal
