In theory, wars are to be fought between armies.  Leave the civilians alone. But sinec when had wars been fought this way in history?
When lawlessness creeps in in the chaos of war, it makes no sense to talk about respecting international law.  It makes no sense to talk law with Putin when his "Special Military Operation" was already in breach of international law.
