It is not able whether a 59 year old can still be a programmer.. It is whether any chance is given for him to prove his skills (if he did a mid career change)..
We keep boasting we got mid career change programme, but if after graduating from the program and no one want to give them a chance, then all the good money pump in for training will go to waste..
We have NCS who always need IT manpower, but you will never hear NCS tap into all these mid career change folks and give them a chance.. If GLC companies are not even willing to do it, you expect private companies to do it?? Wait long long.
