Singapore foreign workers are not meant to stay here for good. 300000 heavy industries foreign workers will go back after 5 to 6 years of working. 
100000 of domestic workers too...

Just don't approve work permit, they must leave Singapore. 

As for the EP, SP and PR, they need renewal every 4 to 5 years. Must leave Singapore once approval is rejected. 
Application for citizenship is not easy to pass, many tried for 5 to 10 years stay in Singapore, yet to be approve. Base on many criteria and qouta for CMIO ratio.
