Really no big deal ah? I thought the purpose of ICBM is for nuke delivery and not sending a hammer or an axe to US. Who would be so stupid to use ICBM for such delivery instead of using postal service or DHL.   

There is ONE good news that few in the Anglophile news readers do not know - China is the only country in the UN 5 Permenent Securuty group that implements "No First User" policy for Nuke weapons.

The reason behind is simple - to prevent full blown Nuclear War in an age as more countries acquire nuke weapons.
