Siemens AG, Synopsys, and Cadence were informed that the export controls had been lifted.

It's the refining that is unique to China and has nothing to do with the availability of rare earth minerals which are found in several places around the globe.

The main issue is not about the availability, it is about how long they need to spend in order to manufacture and refine the mineral they want. If I am not wrong, it will need 5 years at least. By that that Trump already stepped down.
