Rather major contributing factor is the nature of Pinoy - which sadly lead them them to be more easily "domesticated" by their ex colonial master from Spanish to the Americans.
The created a nation and population which are generally easily mesmerised by the West... Hence adopting to many of the values and systems from Catholicism coversions to dressing etc.
So it is no accident unlike most of the Asian countries today, aside from Japan & S Korea, has large US military present within its territory...

If that's the case shouldn't this "domesticated" Pinoy novelist be advocating for Philippine's complete obedience to the US? The only complaint coming from her then should be that Marcos has not prostrated himself in the proper manner in front of Lord Biden and Sir Blinken. That does not seem to be the tone of the article though.
From what I can tell, she is very pessimistic and helpless over the predicament of ordinary Pinoys but can think of no other solution other than to bank on Biden signing some rubbish law. This sort of behavior is very typical of ivory tower intellectuals and liberal arts practioners regardless of whether they be East or West - they often make very emotional arguments on social ills and yet either blank face or propose childish and occasionally extremist rectifications when called upon.
