The HCPA reflects the shared commitment of both countries to deepen educational cooperation and build further linkages between our education fraternities and students. 

The HCPA will also expand opportunities for Singaporean and Indonesian students to participate in overseas exchanges and internships, so as to deepen their understanding of each other's countries and prepare them to better engage with the region.

2. The HCPA features the following new areas of cooperation:

Training school leaders, teachers and teacher trainers to support capability development within the Indonesian school system;
Training educators to support capability development within Indonesia's Technical and Vocational Education and Training (TVET) and university systems;

Establishing a RISING (Republic of Indonesia – Singapore) University Network comprising universities from both countries to discuss and strengthen collaborations in higher education;
Establishing a reciprocal Youth Mobility Agreement (YMA), which will allow university students to take up longer internships of up to six months in Indonesia and vice versa; 

and

Creating new opportunities for TVET student exchanges to promote mutual learning and cultural understanding.

Training for School Leaders and Teachers

3. Both countries will cooperate in the training of teachers and school leaders to support capability development in the Indonesian school system. This collaboration will strengthen ties between our education fraternities and build meaningful partnerships across schools of both countries.

The National Institute of Education-International (NIEI) conducted a series of consultancy workshops on school leadership and teacher professional education for about 60 Indonesian teacher trainers in August/September 2020.

Over the next few years, up to 500 Indonesian school leaders will attend training workshops by NIEI and be attached to Singapore schools. The short-term school attachment will allow our educators to exchange insights and build networks. 
The first run of the programme took place virtually in October 2021. Subsequent runs may be held in-person when travel can safely and practicably resume.
NIEI is also in discussion with teacher training colleges in Indonesia to explore collaborations in teacher training.

Areas of potential collaboration include student and staff exchanges, postgraduate and executive education programmes, as well as research collaborations between Singaporean and Indonesian universities. 6. To create more opportunities for students from Singaporean and Indonesian universities to take up cross-border internships, MOE and MOECRT will be establishing a bilateral reciprocal Youth Mobility Agreement (YMA) to facilitate internship exchanges between Indonesia and Singapore for up to six months. MOE and MOECRT are working towards the signing of the Technical Arrangement for the YMA.

7. Upon its launch, the YMA will enable students from eligible universities in Singapore and Indonesia to embark on internships with companies in the two countries, for a period of up to six months. This will allow our Singaporean and Indonesian youth to gain work experience in another country and deepen their appreciation of the host country's economy and culture.
