It is unlikely current mobile phone manufacturers will add HarmonyOS (OpenHarmony) for their new phones as it will mean immediate sanction by US.
Eg Honor has 8000 employees, so it doesn't take someone with some grey matter to see why it is still sticking with Android.
Of course all Chinese manufacturers will easily adopt Huawei's if no sanction is in place.

However there will be no barrier for new comers to adopt Huawei's OS as they don't have existing customer base to look after.
Like this Wiko brand that is launching a HarmonyOS or OpenHarmony phone today.
