Taking a shower is for hygiene 
Brushing our teeth is to keep our teeth from decaying and bad breath
Not leaving home in our underwear because we need to be civilized

We have been taught from young to do our best in everything we do. This means to study to the best of our ability, which should also extend to work, dressing, general behaviour etc. Dressing fashionably means making the effort to look our best. It has nothing to do with wearing branded, formal or expensive clothing.

I have no intention to carry on with a discussion that has no ending in sight. We both have opinions on dressing, but I never tried to impose mine on anyone else. I merely asked why some residents of S'pore (not just S'poreans) do not make a greater effort to dress up when leaving their homes. Do they only do so when there is a dress code imposed on them for the office, NS ICT, wedding, church etc.?

Maybe these people have self-confidence without the need to be fashionable. Or, no need to be fashionable to feel good about themselves nor the need to be seen fashionable by others.

That is another possibility. I have, on occasions in the past, driven to the wet market immediately after getting up from bed w/o changing clothes or taking a shower. However, I did at least brush my teeth. I didn't feel comfortable doing so as I felt that I didn't make an effort to look presentable, so I shower and change to presentable looking clothing and footwear before going out even to the wet market or hawker centre nowadays.
