100% fund and operate by private group is the best. 
Malaysia and Singapore govt just lease the required land out to private entity for 60 years with conditions attach.

HSR is more about connectivity to Thailand and beyond. Simply between Singapore and Malaysia has little meaning to it. The road from Thailand onwards should be refreshing.

Got some benefit if the HSR is between KL and Singapore, just like a lot of other HSR routes, for example, Miami to Orlando.

HSR is best for distances between 150 to 800 km (depending on speed and other conditions, can be up to 1200km).
