Yes, Saul failed to completely destroy the Amalekites as God commanded. While Saul did defeat the Amalekites in battle, he spared their king, Agag, and kept the best of their livestock, disobeying God's direct order to utterly destroy them. This disobedience led to God rejecting Saul as king.

Why did God want all the Amalekites destroyed?
It was their implacable stance against the Jews, coupled with their practice of sacrificing children to false gods(Deuteronomy 12:31) that resulted in God condemning them to total annihilation (1 Samuel 15:1-3).
