France will be able to provide the Ukrainian Army with 3,000 155-mm rounds on a monthly basis. That’s according to Ukraine’s Deputy Defense Minister Lieutenant General Ivan Havryliuk, chief of the Ukrainian delegation at the first meeting of the Artillery Coalition in Paris, who spoke in an interview with NV, Ukrinform reports.

The Ukrainian delegation conveyed to coalition members the current needs of the Ukrainian Army based on the objective situation observed on the front and possible developments. In view of future threats, the parties discussed long-term military-technical cooperation to support the Armed Forces.

"It was important to develop a consolidated position among partners regarding ways to address many of our issues.  "The fact that Russia is ramping up its defense production capacity and purchasing ammunition and missiles from some other countries shows that the Kremlin is not going to abandon its aggressive plans. 

Our response must be powerful. Despite the existing problems around the world regarding the production of ammunition and weaponry, we must explore opportunities together with our partners to deliver to our Defense Forces everything they require," General Havryliuk emphasized.

He noted that Paris had once again demonstrated stability in supporting Ukraine. "It was important to develop a consolidated position among partners regarding ways to address many of our issues. We discussed the provision of artillery systems and rounds, supply of spare parts for artillery systems or their production on Ukraine’s territory, the issue of improving the reconnaissance system and artillery fire control, and we also the organization of maintenance of artillery systems. During the inaugural meeting of the Artillery Coalition, our partners made some important statements regarding further defense support for Ukraine."

Meanwhile, Ukraine works to analyze and predict the aggressor's moves, he added.

Ukraine Downs Russian Su-34 Fighter Jet Over Luhansk Region. Russia has lost several important aircraft in recent weeks, including three Su-34s in one incident last month and two command planes earlier this month.

A Russian Su-34 fighter jet was shot down on Monday over the eastern Luhansk region, Ukraine’s military has reported. No further details have been reported but the aircraft was listed on the daily update from the General Staff of the Armed Forces of Ukraine on Facebook.

An attempted drone strike against an oil refinery deep within Russia was thwarted on Monday morning, according to regional authorities. “The Slavneft-Yanos refinery’s electronic warfare system prevented a drone attack,” Yaroslavl region Governor Mikhail Yevrayev said.

The strike attempt marks the first in the Yaroslavl region — which is located over 100 kilometers northeast of Moscow and 700 kilometers from the border with Ukraine — since Moscow invaded Ukraine nearly two years ago.

Yevrayev said no one was injured in the drone incident and no infrastructure was damaged, adding that “law enforcement agencies and special services are working at the scene.”

A source in Ukraine’s special services confirmed it was the sound of a Ukrainian drone striking the Nevsky Mazut oil refinery in an operation by the Main Intelligence Directorate (HUR).

Russian media reported several storage tanks at refinery were damaged and fires were “quickly extinguished.” Russian air defenses using the S-400 system attempted to shootdown the drone at around 4:20 a.m. but according to Russian media, it continued to fly for another 30 minutes before crashing into the refinery.

Referring to the effectiveness of the S-400, “is scrap metal.” Kremlin has no comment on the attack, but St Petersburg’s Pulkovo airport reportedly suspended all flights between 3:53 a.m. and 5:11 a.m.

Ukraine goes through winter using only its own gas for the first time. First time in history, Ukraine is going through winter using exclusively its own gas production, Prime Minister Denys Shmyhal said on air on Jan. 31. "We currently have about 10 billion cubic meters of gas in our storage facilities. And we are going through this winter using exclusively Ukrainian-produced gas," Shmyhal said.

Despite a series of massive Russian strikes against Ukraine over the past weeks, Shmyhal previously said that the Ukrainian energy infrastructure remains stable. According to the prime minister, Ukraine's energy giant Naftogaz and its gas producer UkrGasVydobuvannya had increased production by 11% and opened new gas wells.

"In general, I am convinced that thanks to our Armed Forces, air defenses, and heroic energy workers, we will stably go through this winter," Shmyhal added Before winter, Ukrainian officials warned Russia is likely to massively target Ukraine's energy infrastructure once the temperatures drop, mirroring its strategy from the previous winter. Dec 2023 this January indeed brought yet another wave of massive strikes, the resulting energy disruptions have not reached scale of those in late 2022 and early 2023.

Vadym Skibitskyi, a representative of Ukraine's military intelligence (HUR), said on Jan. 15 that Russia's current winter campaign of missile strikes is predominantly targeting Ukraine's military-industrial complex, marking a change from the previous winter's attacks on energy infrastructure.

He also said very few Azov fighters have been brought back to Ukraine as part of prisoner swaps since beginning of Russia’s full-scale invasion, more than 18 months have passed since the order to withdraw from Mariupol was issued."

Prokopenko said fighters from 12th Special Oppa Brigade are now fighting with Russian occupation forces in the woods near Kreminna in Ukraine's east, where killing and capturing Russian soldiers. He added everyone in the brigade continues to believe "relevant agencies are doing everything they can to free our heroes."

President Volodymyr Zelensky said in his nightly address on Jan. 24 that Ukraine will insist on an international investigation into the crash of the Russian Il-76 transport plane in Belgorod Oblast.

He said the Security Service of Ukraine is investigating all the circumstances of the plane's crash, which the Russian Defense Ministry first reported. He further instructed Foreign Minister Dmytro Kuleba to inform international partners about the data available to Ukraine as the investigation proceeds.

"We need to establish all the clear facts. As much as possible, given that the plane went down on Russian territory — beyond our control. 'Facts' is the key word now," Zelensky said. The General Staff said in a statement earlier on Jan. 24 that the Ukrainian military would continue to destroy the missile delivery vehicles Russia uses to shell Kharkiv Oblast, which borders Belgorod Oblast, without mentioning the crash of the Il-76.

Ukrainska Pravda reported that the plane was carrying S-300 missiles, citing its sources in the Ukrainian military.

Ukraine has certain "tools" at its disposal that means it can strike Russian military targets occupying Crimea "methodologically and regularly," Yurii Ihnat, a spokesperson for Ukraine's Air Force, said in an interview with Radio Svoboda on Feb. 1. 

Videos emerged on local Telegram channels on Jan. 31 showing a series of explosions in Russian-occupied Crimea.  Air Force Commander General Mykola Oleshchuk confirmed that Balbek airfield, located a few kilometers north of Sevastopol, was hit in the attack. He could not yet confirm whether any aircraft had been destroyed, Ihnat said that fighter jets, such as the MiG-29 and Su-30, are usually based at Balbek.

Ukrainska Pravda reported that the attack on the airbase was carried out using Scalp/Storm Shadow long-range cruise missiles, citing a source in the military.

"Ukrainian aviators will definitely return home to their native airfield," Oleshchuk said on Jan. 31, referring to Ukraine's 204th Sevastopol Tactical Aviation Brigade, which was based at the Balbek airfield before Russia illegally annexed Crimea in 2014.

"I also spent a lot of time at this airfield when I was a military journalist," Ihnat told Radio Svoboda.

All members of the brigade, which is now based in Lutsk Oblast in northwestern Ukraine, "want to return precisely to their base near Sevastopol, where they belong," Ihnat said, adding that Balbek is "one of the main airfields on the peninsula."

Estonia has delivered Javelin anti-tank missiles, ammunition, and other military aid to Ukraine as part of its latest package, the Estonian Defense Ministry reported on Feb. 3. The package worth 80 million euros ($86 million) was approved in December. It also includes machine guns, various vehicles and vessels, and diving equipment.

"I am glad that another aid package has arrived in Ukraine and is being used by Ukrainian defenders," said Estonia's Defense Minister Hanno Pevkur. "The latest developments in Europe show that the sending of essential missiles and other military aid to Ukraine continues on a large scale, and with this, together with our allies, we send a clear message to the Kremlin that we will continue to support Ukraine until the victorious end."

Tallinn doesn't disclose the exact amount of delivered military equipment or the date of its arrival due to security concerns. The Baltic country, with a population of 1.3 million, is one of the leading military donors to Ukraine in terms of gross domestic product (GDP) shares, according to the Kiel Institute for the World Economy.

Counting the most recent package, Estonia's defense contributions to Ukraine amount to around 500 million euros ($550 million) since the start of the full-scale war, which is around 1.4% of the country's GDP.
Over the next 4-years, Tallinn is prepared to allocate 0.25% of its GDP to military assistance for Kyiv.

Agents of the Atesh partisan movement discovered deployment of the S-400 Triumf SAM system battalion in Moscow The Atesh reported on its Telegram channel that its agents had conducted a reconnaissance of the base of a military unit in Timiryazevsky district of Moscow. A deployment of an air defense unit was found there.

The movement also provided the coordinates for this location: 55.8398978, 37.5628480

There were found 12 deployed launchers, radar stations as well as multipurpose masts to them. The Atesh suggests that those could be S-400 Triumf SAM systems. Ukraine is expecting to use missiles with a range of more than 300 miles on its long-awaited F-16 jets, once they arrive in the country, a senior Ukrainian military commander has said.

"In further packages of military aid, Ukraine expects F-16 aircraft and missiles with a range of 300 to 500 kilometers [186 to 310 miles], which will allow the Defense Forces of Ukraine to achieve even greater success on the battlefield and liberate our territory from the enemy," said Lt. Gen. Serhii Naiev, the commander of Ukraine's joint forces.

Missiles with a range of approximately 190 to 300 miles have been used to dramatic effect within Ukraine, courtesy of Kyiv's Western backers. Ukraine has repeatedly used British-supplied Storm Shadow and French-donated SCALP air-launched missiles to strike Russian targets in and around the Moscow-controlled Crimean peninsula. 

Manufacturer puts the range of missiles, which are currently launched from Ukrainian jets, at more than 155 miles, and experts have said they could reach around 250 milesUkraine has also wielded U.S. ATACMS, or the ground-launched Army Tactical Missile System, which can have a range of up to approximately 190 miles. However, the ATACMS Ukraine has received a shorter half this distance.

Ukraine's president has sacked the commander-in-chief of the country's armed forces, Valerii Zaluzhnyi.It follows speculation about a rift between the president and Gen Zaluzhnyi, who has led Ukraine's war effort since the conflict began.

Battle-hardened Gen Oleksandr Syrskyi was announced as his replacement in a presidential decree. It is the biggest change to Ukraine's military leadership since Russia's full-scale invasion in February 2022.

Ukraine's defence minister, Rustem Umerov, thanked Gen Zaluzhnyi in statement, saying" General Valerii Zaluzhnyi had one of most difficult tasks - to lead Armed Forces of Ukraine during the Great War with Russia. war does not remain same. War changes and demands change. Battles 2022, 2023 and 2024 are three different realities. 2024 will bring new changes, for which we must be ready. New approaches, new strategies are needed.

Outmanned and outgunned: Ukraine’s new army chief faces big challenges in taking the fight to Russia. The worst kept secret in Kyiv has finally been confirmed: the man who led Ukraine’s armed forces for two years is out of his job.

President Volodymyr Zelensky replaced General Valerii Zaluzhnyi on Thursday, after 10 days of rumor and speculation – and months of a fraying relationship nnouncement comes at critical moment in war with Russia and is likely to herald a change in Ukrainian strategy. But it is also hazardous. Removal of Zaluzhnyi from his position as commander-in-chief comes as Ukrainian units are on the backfoot in several parts of the long front line, especially in the eastern Donetsk and Kharkiv regions. They are desperately short of shells and other munitions and running short of experienced soldiers.

The Russian war machine is running at full tilt & has a much larger pool of men to draw from than Ukraine to replenish its ranks. Russia is skirting international sanctions and its oil revenues help fund plentiful war spending. Zelensky said he & Zaluzhnyi had a “frank discussion about what needs to be changed in army. Urgent changes.” He added “the feeling of stagnation in southern areas & the difficulties in the fighting in Donetsk region have affected the public mood.”

The public mood is indeed gloomier. According to a recent survey in Ukraine, those who believe that events are going in the wrong direction increased from 16% in May 2022 to 33% in December 2023.

It’s unlikely that Zaluzhnyi’s replacement, General Oleksandr Syrskyi, will offer a radical change of style but he is thought to be closer to Zelensky. Syrskyi has been in command of land forces since the Russian invasion but was criticized for extending the defense of Bakhmut at great human cost. Subordinates have described him as lacking empathy and some soldiers took to calling him “General 200” (200 is the military code for killed-in-action.)

DIU stressed the scale of Russians' use of Starlink terminals in the war is growing and "is becoming systemic". Ukraine's Defence Intelligence confirms Russians has used Starlink terminals. Russian occupying forces are using Starlink satellite communications systems on their battlefield.

Details: The intelligence service noted that radio interception of Russian communications proves that in order to establish access to U.S. built Internet, Starlink terminals were installed, for eg, in the units of 83rd Separate Air Assault Brigade of Russian Armed Forces operating in Donetsk near settlements of Klishchiivka and Andriivka.
