In Dec. 5, 1994, Ukraine had signed a set of political agreements would guarantee country's sovereignty independence in return for accession to Treaty on the Non-Proliferation of Nuclear Weapons (NPT). Signed in Budapest, memorandum would lay grounds for Ukraine to dispose of nuclear arsenal in return for U.S., the U.K. & Russia to guarantee not use economic & military means to attack country.

Twenty years after signing agreement, Russia launched a war against Ukraine, occupying Crimea & parts of eastern Ukraine. Thirty years in, Russia is actively conducting a full-scale offensive against Ukraine, burning the cities and killing the people it once promised to protect.
The shadow of the events of 1994 haunts Ukraine today. Despite the agreements, Ukraine did not receive the main benefit of giving up the world's third-largest nuclear potential — security. Many in Kyiv believe the country was pressured into an unequal agreement by the parties that had no intention to abide by what they had signed.

"Today, the Budapest Memorandum is a monument to short-sightedness in strategic security decision-making," Ukraine's Foreign Ministry's statement read ahead of the 30th anniversary of the agreement. "It should serve as a reminder to the current leaders of the Euro-Atlantic community that building a European security architecture at the expense of Ukraine's interests, rather than taking them into consideration, is destined to failure."

How Ukraine lost everything
Following collapse of Soviet Union, Ukraine was left with 176 intercontinental ballistic missiles, including 130 liquid-fueled SS-19 Stiletto and 46 solid-fueled SS-24 Scalpel, according to Nuclear Threat Initiative (NTI). Ukraine between 1,514 & 2,156 strategic nuclear warheads & 2,800 - 4,200 tactical nuclear warheads in its arsenal. Yet, Ukraine was not destined to keep its nuclear arsenal, provision on non-nuclear status was enshrined in Declaration of State Sovereignty of Ukraine, adopted by Ukrainian parliament on July 16, 1990. Provisions on future nuclear status were also confirmed when Ukraine gained independence in 1991.

Within less than a year, Leonid Kravchuk, the first president of independent Ukraine, approved the Lisbon Protocol, protocol supplemented the Strategic Arms Reduction Treaty (START I) signed between the Soviet Union and the U.S. in 1984. U.S., Russia, Belarus &  Kazakhstan also became signatories to protocol. Lisbon Protocol, Ukraine, Belarus& Kazakhstan pledged to join the Treaty on Non-Proliferation of Nuclear Weapons (NPT), thereby renouncing their nuclear status.
On Dec. 5, 1994, Ukraine signed the Budapest Memorandum. According to document, the signatory countries — U.K., Russia, & U.S. — pledged to be guarantors of Ukraine's independence, as a sovereignty, refrained from using weapons or economic pressure against Ukraine. Russia needs foreign troops if it expects to keep up its war effort in Ukraine through next year. It needs foreign equipment, too. As the wider war on Ukraine grinds toward its fourth year, the stocks of old Cold War weaponry the Kremlin depends on to equip its regiments are running dangerously low.

Artillery stocks are dwindling at least as fast as stocks of tanks and fighting vehicles. A close survey of Russian military storage yards early this year counted 3,000 remaining self-propelled howitzers, down from 4,500 in 2021. And many of those remaining 3,000 guns were likely too corroded to be useful.

Reuters, citing two Syrian sources, reported that President Bashar Al-Assad may have been killed in a plane crash following the rebel takeover of Damascus. "It disappeared off the radar, possibly the transponder was switched off, but I believe the bigger probability is that the aircraft was taken down," Reuters quoted a Syrian source as saying. There are two main obstacles: the Ukrainian fortress city of Pokrovsk and, 25 miles to the northeast, a whole chain of fortress cities stretching from Kostyantynivka to Sloviansk. “By end of the current year, enemy will not succeed in seizing the ‘belt of fortresses’—Kostyantynivka-Druzhkivka-Kramatorsk-Sloviansk—or occupying Donetsk Oblast,” the Ukrainian Center for Defense Strategies predicted.

That doesn’t mean the Russians aren’t advancing. In recent weeks, elements of the Russian army’s 90th Guards Tank Division advanced through the village of Zhovte to nearby Novopushtynka, creating a narrow but miles-deep salient in Ukrainian lines that places the Russian vanguard just five miles south of Pokrovsk. If the Russians aim to surround and cut off Pokrovsk rather than directly attack it—and there’s ample evidence that’s the plan—the recent advance is key. The next logical move for the 90th Guards Tank Division and adjacent units would be to widen the salient by capturing Novotroitske and, farther south, Ukrainka.

In addition to squeezing Pokrovsk, a wider salient would serve a secondary purpose for Russian forces: threatening the supply lines of Ukrainian forces in and around Zorya and Sontsivka, south of the salient. Since ejecting the Ukrainian army’s weary 72nd Mechanized Brigade from Vuhledar on Oct. 1, Russians have advanced at a slower but steady clip in southern Donetsk.

Ukrainian M-2 Bradley Force Has Peaked at Six Battalions. It's decreasingly likely more M-2s are coming as the 2nd Trump term looms. For a year or so after receiving first surplus M-2 Bradley infantry fighting vehicles from US the Ukrainian armed forces assigned the 33-ton, 10-person IFVs to just one unit, army’s elite 47th Mechanized Brigade. Now there are no fewer than 4-units riding in M-2s, which are heavily armed with 25-millimeter auto-cannons & anti-tank missiles & well-protected with layers of add-on explosive reactive armor.

A battalion of 95th Air Assault Brigade also has M-2s—31 of them, the brigade has been fighting in 250-sq-mile salient Ukrainian troops carved out of Kursk Oblast in western Russia August, 95th Air Assault Brigade. It’s possible as Bradley inventory is spread out, several shipments this summer, U.S. Defense Dept shipped to Ukraine more than 300 M-2s. In 33 mths of hard fighting a widened war, the Ukrainians have lost at least 64 M-2s—6 of them captured fairly intact. Others have been damaged. It’s possible Ukrainian Bradley inventory is down to a little more than 200 vehicles. Enough for at most 6 battalions, some vehicles go for training units. 

47th Mechanized Brigade has 3 M-2 battalions with a total complement of 93 vehicles at full strength. The 100th Mechanized Brigade has
@least one M-2 battalion. 425th Assault Battalion also rides in M-2s. Add 95th Air Assault Brigade’s M-2s & that’s … six battalions. Bradley may be Ukraine’s best IFV, so it makes sense for Ukrainian planners to assign the vehicle to as many units as possible. But it’s clear there are very few M-2s in reserve to replace combat losses & there’s almost no chance Ukraine could form a seventh Bradley battalion. Unless, of course, US donates more M-2s, U.S. president Biden still has $billion of dollars aid may still ship more Bradley's, (w/1.5 mth to move Bradley) be4 elected Trump takes office in earlier by Feb'-25.

Biden admin said is prioritizing ammo over vehicles in its final few aid shipments. Given how long it take to select, refurbish & transport old IFV, been in storage for decades, vanishingly unlikely M-2s are coming under Biden & equally unlikely to come under Trump.

The US has provided used 300 Bradley vehicles & four Bradley Fire Support Team vehicles to Ukraine since Russia's invasion. However, Bradley's armor is increasingly vulnerable to modern threats, this US said not include loses in the fight against Russia. Ukraine said.

Storage: US Army holds an additional 2,800 Bradley IFVs in storage.

History: Bradley has served as a mobile fortress for US troops since 1980s, saw action in Desert Storm@Iraq. A 1992 Govt Accountability Office report praised Bradley's performance in Gulf War, noting it was "lethal" & its weapons were "effective against a variety of targets".

Chechen Police, Military Bases attack by Ukrainian Drone. OMON base of Interior Ministry 2nd regiment tied to Russian war effort, opposition Chechen Telegram channel NIYSO reported 
@least 5 explosions in city &claimed ths attacks targeted key facilities, including an OMON riot police base, 2nd regiment Chechen Interior Ministry’s patrol & guard service & a military base linked to the Russian war effort, 2nd drone attack in Grozny this week. On Dec. 12, Chechnya’s leader Ramzan Kadyrov stated Ukrainian drone was downed in city, injuring 4-people, debris fell on a special police regiment base. A similar attack targeted the same regiment on Dec. 4.

The first recorded drone attack in Chechnya occurred on Oct. 29, when the Vladimir Putin University of Special Forces in Gudermes was struck. Kadyrov initially claimed no injuries but later stated that Ukrainian prisoners of war housed there were killed.
