FACT is when comes to Human-space-flight, "shoe-string" budget' is not going to protect you from certain death...

I believe it is for this reason that US and EU agreed to assist in providing deep-space communication network with  Chandrayaan-3 ...
Else there is no way the Indians will be able to maintain data and video feed from their space probe on its way to the Moon.
