Seriously, no.
The author of Luke wasn't talking about who God is. He was writing about the great event when Mary was visited by the angel with glad tidings. When the author was writing that, the Holy Spirit wasn't God yet. And neither was the one to be born, the son of God. Jesus wasn't God yet at that time.
