I actually read through the rules like no aggressive promotional coupons etc.

In fact it helps the incumbent lock up their market share rather than encourage competition. 

If you are new player would you enter a market that govt regulation is heavy and will limit your growth.

Think the whole point here is, u r too big, u have reach yr max and will not let u grow anymore. It’s time to let smaller ones share the pie. So u think big players or smaller players benefit this round?
