You got your translation of the Quranic verse from non-Muslims. Does it give you the message correctly? No, absolutely not. Just look at the words in the parenthesis. They put it there.

If the Quran says we are to kill non-believers at all times, then there would be no more non-believers around, or no more Muslims. That is because Muslims obey the Quran 100%.
