I suspect cannot because while in Indonesia I noticed women were not allowed to go mosques for prayers except during the month of Ramadan. Needs Ali to verify.     

In an all-women congregation, a woman will be the imam. Otherwise no, a woman cannot be the imam at a congregational prayer. 

Women are permitted to go to mosques for prayers but must be visually separated from the men. However, in some places where the mosque is not big enough, they will give priority to the men because men are obliged to go to the mosques. For women, it is optional.
