Ukraine’s Commander-in-Chief Valerii Zaluzhnyi on Dec. 26 says in parliament had not submitted a formal request for mobilization. On Dec. 25, David Arakhamia, head of President  Zelensky's Servant of the People faction in parliament, said that military command had submitted a request to govt to mobilize 500,000 conscripts. While, Zaluzhnyi said military had a plan on number of mobilized conscripts for 2024.

“As for number, we have generated it for next year, it of course takes into account coverage of the current kit, formation of new military units, and also projection of our losses that we may suffer in 2024. I can't divulge the numbers for each of these indicators. This is a military secret,” he said at a news briefing.

Speaking about the Cabinet's draft law regarding amendments to the mobilization process, the Ukraine’s Commander-in-Chief Zaluzhnyi said that he is not involved in decisions of who can be deferred from recruitment. “There are central executive authorities for that which can determine it,” he said.

Six more Ukrainian pilots now training on F-16s in Denmark, more on their way. At least 14 Ukrainian Air Force pilots now have some training on the Western jet. This is third cohort to be trained on F-16s fighter jet since July, when U.S. decided to allow European allies to export plane to Ukraine.

The pilots first traveled to UK to hone their English skills first, according to a U.K. Defense Ministry. They also received basic flight training in the Grob Tutor aircraft, a propeller-driven trainer. Cockpit time in is intended to “bring future Ukrainian pilots closer to NATO standard approach to flying,” said the press release.

Further ten Ukrainian pilots have completed their language training in United Kingdom (UK) are now receiving basic flight training. Additionally, dozens of Ukrainian aircraft technicians are undergoing English training focusing on engineering, the press release added. “This is a significant step forward from Ukraine’s current Soviet-era capabilities,” said UK Defence Secretary Grant Shapps.

Russia warns Japan over providing Patriot air defence systems to Ukraine.... MOSCOW: A move by Japan to provide Patriot air defence systems to Ukraine will have "grave consequences" for Russia-Japan ties, Russian foreign ministry spokeswoman Maria Zakharova said on Wednesday (Dec 27).

Relations between Moscow and Tokyo, already difficult, have deteriorated sharply since Russia sent tens of thousands of troops into Ukraine in Feb. 2022. Japan has joined its Western allies in imposing sweeping economic sanctions on Russia.. Last week, Japan said it would prepare to ship Patriot air defence missiles to the United States after revising its arms export guidelines, in Tokyo's first major overhaul of such export curbs in nine years.

Although Japan's new export controls still prevent it from shipping weapons to countries that are at war, it may indirectly benefit Ukraine in its war with Russia as it gives the United States extra capacity to provide military aid to Kyiv.

A senior Ukrainian Defence Ministry official has been detained over allegations he embezzled 1.5 billion Ukrainian hryvnia ($40 million) relating to an artillery shells contract, according to the Ukrainian Security Service. SBU says the official signed an agreement with a special export company to purchase a wholesale batch of artillery shells in December last year. However, a more favourable contract for the supply was later signed with same manufacturer – one that did not involve intermediaries. SBU said this significantly shortened delivery time and reduced cost of the products.

The reality on March 2023, EU made the historic decision to deliver a million artillery shells to Ukraine within 12 months (Is not enough). But the number that has actually been sent is closer to 300,000. For all the rhetorical commitments to support Ukraine’s defence against Russia’s invasion “for as long as it takes”, Europe has largely failed.

The price of this complacency is already being paid in Ukrainian blood. According to armed forces of Ukraine, over the summer of 2023, Ukraine was firing up to 7,000 artillery shells a day and managed to degrade Russia’s logistics and artillery to the point where Russia was firing about 5,000 rounds a day. 

Today, Ukrainians are struggling to fire 2,000 rounds daily, while Russian artillery is reaching about 10,000. Artillery isn’t everything, but the disparity speaks to Ukraine’s relative shortage of materiel, evident in other areas such as the number of drones it can field.

Russia is likely to be able to fire about 5m rounds at Ukraine in 2024, based on its mobilised defence production, supply from Iran and North Korea, and remaining stocks. Despite the flippant observation – often made by European officials – that Russia’s economy is the same size as that of Italy, the Kremlin is producing more shells than all of Nato. Meanwhile, Ukraine is unlikely to see any significant increase in supply for some months. This will cede the initiative to the Russians. The Kremlin believes it can win by 2026, and so Putin is in no mood to negotiate or back down.
