I'm inclined to agree with Wendychan that fines for littering do act as much of a deterrent. I know of a Chinese couple living here who are also S'pore PRs. Some time back, they brought the wife's parents over from China to stay with them and look after their kid.
Her father has an annoying habit of spitting outdoors - on the sidewalks, gardens, roads. He used to live in a rural area, and his spitting is a carry-over from his rural days. He continued spitting even after moving to a city in the mainland. Old habits die hard. Spitting is said to be "habit-forming" among many a rural folk.
The wife told her dad to refrain from spitting as SG has strict rules prohibiting spitting and littering, and offender is liable to a fine. She added that he could not escape detection as cameras were ubiquitous.
As it turned out, he fought the urge to spit and only spat on occasion in the loo. His family members were pleasantly surprised he had managed to refrain from spitting in the open during his 6-year stay in SG. In his homeland he would spit as he pleases. It goes without saying that people are fearful of being hit where it hurts most - the pocket.

This is literally Taxing more on Public Funds/Tax payer money and this is WHY we pay and pay more , also GST hike in disguise , Obviously PAP need to find ways to pay their civil servant bonus despite market is bad.
Yet littering problem, this and that problem, Flood as usual yet they always claim upgrade upgrade here and there. Obviously these civil servants is taking for granted in their comfort zone. No need to answer, just push blame to sub con.

There are too many foreigners and foreigners who have no idea how to teach future adults to behave. The serious omission will take the Govt another 20 years to make amends while we have to suffer with daily stress seen at pavement, MRT stations, hawker centres and basically, everywhere!
