Likely that Deepseek is getting the H100 AI chips through Nvidia Singapore.  But that was in early 2024 and before the US Sanction on AI chips came into play.  Actually H100 was superceded by H200.  Then Nvidia has 3 more chips in the pipeline.  They were about to sell them in China in 2024.  Deepseek can only get H100 chips.

Now they are testing them with Huawei chips as there's no need for the ultra high end AI chips that the H100s are.

Nvidia CEO skipped Trump’s inauguration and visited Beijing on the same day, and in order to get around with the U.S. chip restrictions to China, he produced lower range of chips for China. Why is he doing that? Because China is the largest market of Nvidia, and he himself is also a 3rd generation mainlanders from Zhejiang province of China despite that he was born in Tainan.

Chip 4 restriction bans high end chip exports to China, only lower end chips are allowed. DeepSeek uses Nvidia lower end chips not these 3-7 nm types
