The mediators who helped reach the Gaza cease-fire deal decided to delay talks on more difficult issues, such as Hamas’s arsenal, because the warring parties were not ready for a comprehensive agreement, Qatar’s prime minister said in an interview.
The prime minister, Sheikh Mohammed bin Abdulrahman Al Thani, was one of the central mediators in efforts to end the war in Gaza, and the Qataris have maintained close contacts with Hamas’s leadership for years. He spoke to The New York Times soon after Israel and Hamas agreed to halt hostilities in Gaza and exchange all the remaining hostages in the territory for about 2,000 Palestinian prisoners.
The deal left some of the thorniest issues in the conflict for a later stage, including the future of Hamas’s weapons and how Gaza would be governed after the end of the war.
“If we went for full-package negotiations, we wouldn’t have reached these results,” Sheikh Mohammed said on Friday in Paris. He spoke after a meeting there with President Emmanuel Macron of France and Arab and European foreign ministers about postwar Gaza.

US Special Envoy Steve Witkoff has said that it is “deeply gratifying” to witness the release of the hostages being freed from Gaza today.
“I wondered if I would ever see this day. It’s deeply gratifying to know that so many families will finally have their loved ones home. Today, twenty families are spared the unbearable pain of not knowing if they will ever see their loved ones again,” Witkoff said in a post on X.

The United Nations said for the first time, in a statement on Sunday that “real progress” was being made in delivering aid to Gaza as the cease-fire agreement between Israel and Hamas paved the way for humanitarian agencies to scale up their operations in the territory.
The United Nations’ Office for the Coordination of Humanitarian Affairs said in a statement that its aid efforts were “well underway.” Gaza is in the grips of a deep humanitarian crisis after food supplies and other aid had been sharply curtailed since the conflict began.
“The easing of restrictions on movement and access in multiple areas” had allowed the agency to deliver medical and emergency supplies where they were most needed and support displaced families to prepare for winter, the agency said.
Cooking oil had entered the territory for the first time since March, and tents, flour, frozen meat, fresh fruit and medicines crossed into Gaza throughout the day on Sunday, the agency said. It added that, alongside its partners, it had distributed hundreds of thousands of hot meals and bread bundles in the north and south of the territory.
Humanitarian aid has been one of the most bitter flashpoints of the war. A U.N.-backed panel of food experts said parts of Gaza were officially under famine, and aid groups have accused Israel of imposing onerous rules and restrictions on what items can enter Gaza.
Israel has rejected the panel’s findings. Israeli officials have said they allowed enough food into the territory but claimed, without proof, that much of it was systemically stolen by Hamas.
The U.N. said in its statement on Sunday that it had also secured Israeli approval for more aid to move forward, including water, shelter, medicine and other supplies.
Tom Fletcher, the top U.N. humanitarian official, said last week that almost the entire population of Gaza needed some form of food aid, including 500,000 people who needed treatment to address the effects of famine. The agency had a plan to scale up delivery of aid over the first 60 days of the cease-fire, he said.
The U.N. plans to send hundreds of trucks into the territory each day to provide food, increase efforts to provide shelter, establish more health care sites and dispatch emergency medical teams into Gaza, and help repair basic municipal services like clean water, a functioning sewage system and garbage pickups, Mr. Fletcher said.

“We’ve heard a lot of people saying, ‘Hamas violated the deal, because not all the bodies have been returned.’ The understanding we had with them was we get all the live hostages out, which they did honor that,” said one of the advisers.

Mediators have warned that it may take weeks for Hamas to locate the bodies of all the hostages, due to the destruction across Gaza, an assessment echoed by a pair of senior Trump advisers during a briefing with reporters on Wednesday.
“We’ve heard a lot of people saying, ‘Hamas violated the deal, because not all the bodies have been returned.’ The understanding we had with them was we get all the live hostages out, which they did honor that,” said one of the advisers.
“Right now, we have a mechanism in place where we’re working closely with mediators… to do our best to get as many bodies out as possible,” the senior aide added on condition of anonymity. “We continue to give [the mediators] the intelligence that the Israelis have [on where bodies may be located] and we keep working in good faith until we are able to exhaust that mechanism.”
The second top Trump adviser, also speaking on condition of anonymity, said, “Hamas did the right thing when they gave all of the 20 live hostages up at the same time. That was a big moment.”
The second adviser noted that it was only possible to begin retrieving bodies once the ceasefire came into place last week, given that Gaza had been an active war zone. The amount of debris in Gaza dwarfs what was left after the World Trade Center was bombed on 9/11, the second Trump aide claimed. “On top of all that debris is a lot of unexploded ordinance, and presumably, under that… there are many bodies.” “It would have been almost impossible for Hamas — even if they knew where all the 28 bodies were — to mobilize and get them all,” said the second Trump adviser.“First we got three. Then we got four. Then we got another four,” the aide continued, citing incorrect figures on the number of bodies Hamas returned. It transferred four bodies on both Monday and Tuesday, though one of those was later identified as a Palestinian, while only two bodies — not 4 — were returned on Wednesday.

The briefing came as the Axios news site reported that Strategic Affairs Minister Ron Dermer, a top adviser to Netanyahu, accused Hamas of “slow-walking” the returns while speaking with Trump envoys Steve Witkoff and Jared Kushner.
Citing US officials, the report added that two senior Israeli officials apparently passed on intelligence to the US showing Hamas has access to more of the bodies than it claims. “We don’t see Hamas making maximum effort regarding the bodies. We know they can do more and we don’t think anybody should give them any discounts,” one of the officials said, as quoted in the report. Washington believes Hamas will eventually return all the bodies, “but it is going to take time.” “We will continue working on it but we can’t allow the deal to collapse,” the official stressed.

This was the 10th deceased hostage Israel has received out of 28 bodies held in Gaza, and Hamas, citing technical problems, has said it needed heavy machinery and excavating equipment to speed up the process of locating bodies buried under rubble.

Today, 7:17 am...The Hostage Family Forum says that the body returned by the Hamas overnight has been identified as that of Eliyahu “Churchill” Margalit, 75.
Margalit was murdered by Hamas terrorists in Kibbutz Nir Oz on October 7, 2023 and his body kidnapped.
On December 1, 2023, the IDF announced that Eliyahu had been killed and his body was being held in Gaza.
